This is Gmail Video Chat's offline installer; meaning this file - which is named "Googletalkplugin.msi" - won't need or try to connect to Google servers to complete the installation.

When you try to install Gmail Video Chat from Gmail's own installation page, what happens is that Google downloads "GoogleVoice&VideoSetup.exe" to your computer & runs it, thus starting the installation process. Then "GoogleVoice&VideoSetup.exe" starts downloading "Googletalkplugin.msi" which is the main file.

Now if you get around that & simply use "Googletalkplugin.msi", you should still be able to use the whole thing.
